Based on extensive in-depth interviews with the police leadership, rank-and-file SSNPS, donors, legal and security experts, and civil society groups, this Issue Brief reviews the state of the police in South Sudan in order to draw attention to shortcomings that may be addressed as part of ongoing donor engagement with the SSNPS.
