Winning the War, But Losing The Peace? The Dilemma of SPLM/A Civil Administration and the Tasks Ahead

This article (2005) explores local government structure and practices in SPLM/A held areas in Southern Sudan. Doing this it refers to the challenges of distributing land and foreign aid. The article focusses on the Equatoria region and on ethnic politics in Central Equatoria during the past civil war.

The CSRF, hosted by Saferworld and swisspeace, was established in 2016 to support the aid sector in South Sudan to be more conflict-sensitive. We provide analysis, convene discussions, share learning, and support capacities to strengthen positive contributions to peace and reduce the risks of unintended harm. Together we are building a movement for better aid in South Sudan.
